We have the honour to trenit for your consideration

the enclosed copies of correspondence with His Excellency

The Governor on the subject of the formation of a

Civil Service Association.

In accordance with His Excellency's request the

circular was cancelled, but we have to point out that

no concession has been granted in the way of making it

possible for the Service to make representations on

matters afecting their common interests.

As The Governor has left the Colony we refrain

from further comment on his communication of 6,9,18,

beyond stating that it is not satisfactory to the

Service.

We therefore pray that you will be so good as

to issue some rule or instruction to ensure in the

future that any representations to the Secretary of

State on matters affecting the interests of the Service

will be accompanied by a statement of its views;

especially when such views are at variance with the

views of The Governor.
